Utah's out-of-state program rule meets UL Lafayette's DNP
Utah nurse practitioners are on the accepted list for UL Lafayette's post-MSN DNP, with residency hours allowed in Utah. Utah also has one of the more detailed rules for outside programs that place students in its facilities, so that residency deserves early planning. UL Lafayette's FNP, PMHNP and PMHNP certificate list Utah as a state they are not accepting.

UL Lafayette's state authorization page is the word on who can enroll from each state. For Utah, the September 2026 version reads this way.

R156-31b-609: what Utah asks of outside programs
Utah wrote a rule for exactly this. When a school based elsewhere hopes to send nursing students into Utah agencies or institutions for clinicals or a practicum, Utah Admin. Code R156-31b-609 makes it satisfy DOPL and the Board on several points before anyone arrives. The rule treats pre-licensure and graduate students alike.
The hurdles, in plain terms
- The school's credentials: board approval back home, plus accreditation through a nursing accreditor that holds federal Education Department recognition.
- Its faculty: employees of the program who meet the accreditor's bar and the home state's, tied to an institution of higher education, and every on-site supervisor's license must be in good standing, whether Utah issued it or another NLC member did.
- Its preceptors: that identical license expectation applies to each one.
- A plan: how the school selects and oversees faculty or preceptors and picks clinical sites.
- A yearly filing by August 1: a head count of students placed in Utah, a statement that every in-person supervisor meets the license expectation, and verification that accreditation is current.
Since graduate students are not carved out, a UL Lafayette DNP residency in Utah could fall under R156-31b-609. Whether UL Lafayette has completed these steps was not part of the research, so raise it with the DNP Coordinator and DOPL before a Utah agency signs on.
Utah's compact record and practice rules
Multistate licenses have carried Utah nurses across compact lines since January 19, 2018. The APRN Compact followed on March 24, 2022; Utah sits among the five states that had enacted it by 2026, and the compact stays idle until the count reaches seven. For nurse practitioners, AANP's map shows Utah as full practice. The board itself sits within DOPL, which is part of the Utah Department of Commerce.
Four metros anchor the state: Ogden, St. George, Provo-Orem-Lehi and, largest of all, Salt Lake City-Murray. Providers there include Intermountain Health; MountainStar Healthcare, an HCA Healthcare company; and University of Utah Health. None is put forward here as a site that accepts UL Lafayette students; they simply show the market. Research found no Utah preceptor incentive.
Where the 420 residency hours fit for a Utah NP
UL Lafayette's DNP is a 39-credit online program that takes a new group each Fall, with May 1 as the application deadline. Two trips to Lafayette bracket the program: the DNP Orientation Intensive before online courses begin and, at the close, your Synthesis Project presentation.
The 420 residency hours split 120, 180 and 120 across Residency I, II and III, inside your specialty area of practice. In the middle course you put an evidence-based intervention to work with your residency mentor and faculty advisor. Is UL Lafayette's online FNP an option for Utah RNs?
Not while you live in Utah. UL Lafayette's family and psychiatric NP concentrations, and its PMHNP certificate, are not accepting Utah residents; all three hold their rotations at Louisiana sites and require a Louisiana RN license. Does Utah's out-of-state rule apply to a DNP residency?
The rule treats every level of student the same, pre-licensure or graduate, so it may. It expects outside programs to show approval, accreditation, licensed faculty and preceptors and a supervision plan, then report each August 1. UL Lafayette's standing under it was not researched, so ask the DNP Coordinator and DOPL.
Can my Utah mentor hold a license from another compact state?
The rule's wording allows it. Utah licensure is one route, a license from another NLC state is the other, and either one has to be in good standing. UL Lafayette's own condition is that the agency mentor on your project committee is approved. Your placement advisor checks both before presenting anyone.
Is Utah's APRN Compact active?
Not yet. Utah's 2022 enactment made it one of five states on board by 2026, and the compact waits for seven. Until then an NP license stays with the issuing state, while Utah's RN compact membership already covers multistate RN practice.
