New York clinical rules meet UL Lafayette's online DNP
UL Lafayette accepts New York residents into its post-MSN DNP, yet a residency inside New York runs into a firm gate: NYSED wants programs from other states registered or approved before any of their students rotate there. None of the NP-track programs (the two MSN concentrations and the PMHNP certificate) takes New Yorkers, since every one of their clinical hours happens in Louisiana.

NYSED's gate for programs from other states
Louisiana has its State Board of Nursing; New York instead files nursing under education: NYSED's Office of the Professions, working with a State Board for Nursing, licenses nurses and registers programs. The rule that counts, paraphrased from NYSED's nursing FAQ: no nursing program from outside New York, online ones included, puts students into clinical rotations in the state until NYSED has registered or approved it. VA and U.S. Armed Forces sites, being federal, are excepted.
- The NP angle. When NP students are involved, the test is whether their NP education program holds NYSED registration, and NYSED cautions that rotating in New York from an unregistered one could also be illegal, VA and military sites aside.
- The SARA angle. NYSED's College and University Evaluation office says that sending a student into a clinical placement for a licensed profession gives a school physical presence in New York, so the professions office must sign off beforehand or grant an exemption, SARA membership or not.
Being in NC-SARA, as UL Lafayette's authorization page says it is, does not by NYSED's reading clear a New York placement on its own. Research did not look up UL Lafayette's NYSED status or how the NP-program wording applies to a post-MSN DNP, so raise both with the DNP Coordinator before planning New York hours.
A license that stays inside New York
Louisiana has been a compact state since July 2019; New York is not one, and nothing pending would change that, so a New York RN license covers New York alone. RNs arriving from other states get a NYSED checklist and apply for a New York license, since a multistate privilege earned elsewhere ends at the New York border. The APRN Compact is absent too. AANP rates New York full practice. The fine print covers newer NPs: below 3,600 hours in practice, the NP and a collaborating physician keep a written practice agreement and protocols.
Here is how that plays out at UL Lafayette. The MSN tracks, by catalog wording, want an RN license that is either Louisiana's or multistate, and a New York license is neither. The DNP wants clean U.S. RN licensure and, for post-MSN entrants, U.S. nurse practitioner licensure, both of which New York licenses can be. The license guide goes further.
Care across the city and upstate
Among New York's large systems are Northwell Health, Mount Sinai, NewYork-Presbyterian and NYC Health + Hospitals, with UR Medicine's University of Rochester Medical Center as the upstate example here; Buffalo, Rochester and the Albany area are the biggest upstate metros. Naming them sketches the market; none is offered as a UL Lafayette site, and research found no New York preceptor incentive.
The DNP route for a New York nurse practitioner
UL Lafayette's post-MSN DNP carries 39 credits; applications close on May 1 for the one cohort that starts each Fall. Its three residency courses hold 420 clock hours in your specialty area, part of the 1,000 supervised hours required beyond the bachelor's level, and a mentor from the host agency, once approved, joins your project committee. UL Lafayette's DNP page allows the hours at home or in Louisiana, so a Louisiana residency is the fallback if New York's gate stays shut.

Is UL Lafayette registered with NYSED for New York clinical placements?
That was not checked in research. NYSED's rule is that nursing programs from outside New York, online ones too, need its registration or approval before students rotate in the state, VA and military sites excepted. The Office of the Professions answers status questions, and the DNP Coordinator can tell you whether UL Lafayette supports a New York residency.
Would a VA medical center in New York avoid the registration rule?
NYSED's rule does exempt VA and U.S. Armed Forces facilities, since they are federal. That alone does not make one your residency site: UL Lafayette has to approve the site and mentor, and the facility decides whether it takes students from outside programs. Ask the DNP Coordinator first.
Can a New York RN license satisfy UL Lafayette's MSN rules?
Not by itself. New York licenses are single-state, and the MSN's catalog wording calls for a Louisiana or multistate license; the online MSN page also wants proof of Louisiana residency from anyone relying on a multistate license. Since the NP tracks are not accepting New York residents anyway, the MSN is a question for after a move to Louisiana.
What if a New York residency turns out not to be possible?
Louisiana stays open, because UL Lafayette's DNP page names it alongside your home state as a place for residency hours.
