UL Lafayette from a Vermont address: the DNP stays open

Vermont's rules leave out-of-state clinicals unaddressed
Vermont's Board of Nursing sits in OPR, the professional regulation office run by the Secretary of State. The Board's current rules took effect May 11, 2023, and their Part 5 says a nursing education program cannot operate in Vermont without the Board's approval, with an exception carved out for online-only programs holding Agency of Education approval (the statute, 26 V.S.A. 1584, says the same).
Research searched for a Vermont provision covering an outside school's students at Vermont clinical sites and came up empty. Section 1583(2) of Title 26 exempts students, but only for practice that comes with study in a Board-approved program. Fitting a UL Lafayette DNP residency into that framework is something to raise with the DNP Coordinator and the Board, and nobody checked for this page whether any Vermont list names UL Lafayette.
Who may precept an APRN student in Vermont
Vermont's Board is specific on this point. The Board's FAQ lets an APRN student train with either an APRN or a physician, provided three things hold: the license is Vermont's, active and unencumbered; their experience lines up with the student's role and population focus; and they coordinate directly with the program's faculty. PAs are ruled out as preceptors for APRN students.
UL Lafayette layers its own step on top: once approved, a mentor from your project's host agency joins the Synthesis Project committee. Pick someone who clears the Board's FAQ and the committee alike.
A bridge period for new NPs, a 2022 compact and a one-year grant
AANP counts Vermont as full practice, but newer NPs have a bridge period: until they have put in both 24 months and 2,400 hours, they need a collaborating agreement, and the collaborator must be a physician or APRN licensed by Vermont. Multistate licensing began in Vermont in February 2022 (on the 1st), but no APRN Compact law has followed.
Vermont has experimented with preceptor incentives. Act 183 of 2022 created Nurse Preceptor Incentive Grants with a one-year appropriation (fiscal 2023). Nurses employed at critical access hospitals were eligible when they precepted learners from Vermont schools. Only Vermont programs' students counted, and research found no evidence of a second year.
Burlington-South Burlington is the largest metro. Rutland is smaller, and the Lebanon-Claremont micropolitan area lies mostly on the New Hampshire side. University of Vermont Health, with UVM Medical Center among its hospitals, appears alongside Rutland Regional and Dartmouth Health's Southwestern Vermont Medical Center. They sketch the market, not UL Lafayette sites.
Two campus trips and 420 hours, planned from Vermont
The DNP starts once a year in the Fall, applications close May 1, and the plan totals 39 credits of online coursework. Budget for two campus visits, the Orientation Intensive at the outset and the Synthesis Project presentation at the close.

Is the UL Lafayette FNP open to someone living in Vermont?
No. Family NP study, psychiatric NP study and the PMHNP Post-Master's Certificate all show Vermont as not accepting, and each trains students in Louisiana and asks for a Louisiana RN license. The background is on our page about Louisiana-only clinicals.
Can a physician assistant be my DNP mentor in Vermont?
Vermont's Board FAQ keeps physician assistants from precepting APRN students and points instead to APRNs and physicians with active Vermont licenses and matching experience. If that FAQ governs your residency, choose from those groups; UL Lafayette's committee also has to approve the agency mentor.
Do I need a Vermont license if my multistate RN license is from another state?
Rule 4.1 says no, as long as your home, your primary state of residence, stays in another compact state and your multistate license is active. Move to Vermont, and you would need a Vermont license. NP licensure is separate, because the APRN Compact is not Vermont law.
I have been an NP for under two years. Does that matter in Vermont?
It can. AANP describes Vermont's rule for newer NPs: until you pass 24 months and 2,400 hours of practice, you need a collaborating agreement whose other party, physician or APRN, holds a Vermont license. Flag it early in residency planning so the DNP Coordinator can factor it into agency and mentor choices.
