Iowa's place in UL Lafayette's enrollment rules

Five conditions Iowa sets for programs from elsewhere
Inside DIAL, Iowa's inspections-and-licensing department, sits the Board of Nursing, and it grants no approval of any kind to a program from outside Iowa. It does publish a to-do list for such programs anyway:
- get permission to operate in Iowa, which comes from the state's Bureau of Iowa College Aid
- keep to Iowa law while still obeying home-state rules
- answer the board's data requests
- check that each faculty member or preceptor on Iowa ground holds an active license, Iowa's own or multistate
- write clinical contracts covering four things: who is responsible for what, faculty authority over student learning, a yearly review, and termination
The list is not limited by program type, so an Iowa residency site could bring it into play for UL Lafayette. Research left open whether UL Lafayette has dealt with the Bureau of Iowa College Aid or sits on any Iowa list; the DNP Coordinator and the board can tell you.
License rules for students and preceptors in Iowa
Any post-licensure student doing clinical work in Iowa needs a license that is active there, Iowa-issued or multistate, and practices by the Iowa Code. Section 152.1 of that code exempts nursing students, but only unlicensed ones: a nurse already licensed anywhere in the country, whether as an RN, an LPN/LVN or an ARNP, gets nothing from it. Preceptor approval rests jointly with the school and the clinical facility.
481 IAC 616.16 governs ARNP program preceptorships. Most of the student's preceptorship time, it says, belongs with a physician or ARNP matched to the student in both role and population focus; the preceptor's license comes from the state of practice; and the written agreements are revisited annually.
Compact status, ARNP practice and Iowa's health systems
Compact privileges have attached to Iowa licenses since January 2018, so an Iowa multistate RN license is good in Louisiana; the APRN Compact has not passed. The title in Iowa is ARNP rather than APRN, and AANP gives Iowa full practice status.

Can an Iowa RN take UL Lafayette's online PMHNP?
Not from Iowa. Iowa appears on the not-accepting list for all three NP tracks, and their clinical rotations happen in Louisiana, on a Louisiana RN license. A nurse relocating to Louisiana can start with the Louisiana guide and the license rules there.
Does Iowa approve UL Lafayette's DNP?
Iowa's board approves no program from another state. What it has instead is a published list of expectations, starting with the Bureau of Iowa College Aid, which must clear the program to operate in the state. Research did not check UL Lafayette's standing there, so ask the DNP Coordinator before you settle on an Iowa site.
Does Iowa give preceptors anything for their time?
Renewal credit. Under Iowa's continuing education rules, a nurse who logs 60-plus preceptor hours with a nursing student, inside an organized preceptorship, can report 6 contact hours at renewal, backed by the supervising institution's paperwork. That is worth raising when you approach an Iowa mentor.
Do I need an Iowa license for residency hours in Iowa?
Yes, in the sense that the license must be active in Iowa: an Iowa-issued one and a multistate one both work for post-licensure students there. The state's student exemption will not cover you, since nurses holding any RN, LPN/LVN or ARNP license fall outside it. If you practice in Iowa now you likely hold one of these; your placement advisor confirms it early.
